About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21, seeks ergonomic and reasonable-accommodation evaluation services for San Francisco VA Health Care System, with proposals due October 9, 2026. The procurement is 100% set-aside for small business.
Place of performance spans San Francisco VA Medical Center at 4150 Clement Street and multiple outpatient clinics throughout Northern California, including sites in downtown San Francisco, Oakland, San Bruno, Clearlake, Ukiah, Santa Rosa, and Eureka. The contractor will conduct individual employee ergonomic evaluations, workplace task assessments, workstation design reviews, and on-site ergonomic training across designated service locations during standard business hours (8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays).
Contractor personnel must undergo NACI-level background investigation and obtain Personnel Identity Verification prior to award. The contractor must be knowledgeable of the VHA Ergonomics Guidebook (November 2025); national board certification such as Certified Professional Ergonomist or Certified Industrial Ergonomist is preferred, though qualified personnel including licensed occupational therapists, physical therapists, or CEAS professionals remain eligible. Evaluation reports must be completed within ten business days of evaluation completion; the contractor should propose response times for performing evaluations after requests are received.
The contract runs from November 1, 2026, through October 31, 2031, comprising a one-year base period plus four one-year option periods. The estimated workload is approximately 120 evaluations annually. The total estimated contract value is $12.5 million on a firm-fixed-price monthly basis covering all required services regardless of caseload variation. Service Contract Act prevailing wage rates apply; the contractor must independently select the appropriate labor category from four California counties (Sonoma, Shasta, Humboldt, San Francisco).
Evaluation factors include technical capability, relevant past performance (three to five references within the past five years), SDVOSB/VOSB status, and pricing. NAICS code is 621340, Offices of Physical, Occupational and Speech Therapists, and Audiologists; PSC is R428, Support—Professional: Industrial Hygienics.
