About this opportunity
The Defense Health Agency (DHA) is seeking a contractor to manage the Real Warriors Campaign (RWC), a comprehensive communication initiative targeting mental health awareness and support for active duty service members, families, medical providers, and commanders. The campaign aims to reduce mental health stigma, support suicide prevention efforts, and promote psychological health literacy through strategic communication and media relations. This Request for Information (RFI) seeks companies with expertise in campaign services, including content creation, strategic communication, marketing, partnership coordination, and stakeholder relationship management. Interested parties must submit a 10-page Capability Statement in Microsoft Word format by 12:00 PM EST on April 17, 2025, via email to specified contract personnel. The Capability Statement must include administrative information and demonstrate organizational capabilities in managing complex communication campaigns.
The procurement is not set aside for any specific business category and will be open to qualified professional service providers. The anticipated performance period will begin in July 2025 and will not exceed 5 years, with an initial 12-month base period and four 12-month option periods potentially available. While specific award values are not disclosed in the pre-solicitation documents, the contract will require comprehensive campaign management across multiple communication channels, including print, digital, and social media platforms. The contractor will be responsible for developing diverse campaign materials, conducting outreach activities, producing quarterly and annual reports, and implementing continuous improvement strategies. Critical performance metrics will focus on creating content that encourages help-seeking behaviors and addresses emerging themes like alcohol use, stress, depression, and military transition challenges.
