REQUEST FOR INFORMATION: HT001125RFI0211

Defense Health Agency Psychological Center of Excellence (PHCoE) Real Warriors Campaign

1.0 Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Defense Health Agency (DHA) is not at this time seeking quotes or proposals and will not accept unsolicited proposals.

Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

If a solicitation is released, it may be synopsized on the System for Award Management (SAM) website or solicited through other government points of entry such as GSA eBuy for FSS Schedules, through the 8(a) program, OASIS, OMNIBUS IV, etc. It is the responsibility of the potential offerors to monitor all sites for additional information pertaining to this requirement. The results of this market research may contribute to determining the method of procurement.

2.0 Background

2.1 PHCoE established the RWC in response to recommendation 5.1.1.1 of the 2007 DoD Mental Health Task Force report. That recommendation encouraged the Department to, “implement an anti-stigma public education campaign, using evidence-based techniques to provide factual information about mental disorders.” The RWC has been implemented as a public health campaign that promotes help-seeking for psychological health conditions and combats stigma associated with seeking care since its launch in May of 2009. The RWC broadened its focus to augment suicide prevention efforts in 2023, in partnership with the Defense Suicide Prevention Office (DSPO).

Broadly, the RWC is organized to achieve the following aims:

• Promote psychological health literacy of military members, military families, and the Department of Defense by increasing awareness of the impact of mental health stigma on help seeking behavior, suicide risk, and mental wellbeing.

• Foster psychological health by advocating for the increased use of available resources and highlighting skills to optimize readiness.

• Foster a climate of connectedness and belongingness, reduce loneliness, ostracism, and social isolation.

• Empower behavior change by increasing self-efficacy through help-seeking behaviors and reducing suicidal behaviors.

2.3 Delivery Period/Period of Performance: The anticipated period of performance will begin in July 2025 and will not exceed 5 years.

3.0 Requested Information

The DHA is seeking the following:

3.1 Companies/Vendors who have provided like services involving the creation and dissemination of campaign materials, supporting and executing campaign planning efforts, developing and implementing strategic communication and marketing plans, coordinating partnerships and managing stakeholder relationships, evaluating campaign activities, and supporting outreach events within the past three (3) years with the requirements listed in section 5 of the draft PWS attached.

3.2. Requirements: See Draft PWS attached.

4.0 Responses

4.1 Interested parties are requested to respond to this RFI with a Capability Statement in include two sections: Section 1 – Administrative Information per RFI Section 4.3 and Section 2 – Requested Information per RFI Section 3.0. Capability Statements should be tailored to the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

4.2 Capability Statements should be submitted in Microsoft Word for Office compatible format and are due no later than 12:00PM EST, Thursday, April 17, 2025. Responses shall be limited to ten (10) pages and submitted via e-mail to aileen.s.floyd.civ@health.mil, contract specialist and jeanna.m.butler.civ@health.mil, contracting officer. Please use the following title in your email subject line HT001125RFI0211 Real Warriors Campaign. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

4.3. Section 1 of the Capability Statement shall provide administrative information, and shall include the following as a minimum:

4.3.1. Name, mailing address, phone number, and e-mail of designated point of contact.

4.3.2. Recommended contracting strategy.

4.3.3. In order for the Government to assess the market capability of your company or organization as to the administration of one or more aspects of the Vision Care Coordination Services Draft PWS, please provide the following company information:

a. Company Name;

5.0 Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Program Support for the Real Warriors Campaign. The information provided in the RFI is subject to change and is not binding on the Government. The DHA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
