About this opportunity

The Department of Agriculture Agricultural Research Service is procuring a Real Time qPCR Thermocycler System through solicitation number 1232SA25Q0500, which serves as both a synopsis and request for quotation under simplified acquisition procedures. The procurement includes a complete research-grade PCR system capable of generating thermal gradients across 96-well reaction blocks, supporting multiple fluorescent technologies, capturing up to five fluorophores per reaction well, and including compatible software for data acquisition and analysis. Additional requirements encompass supplementary equipment including a mini centrifuge for microcentrifuge tubes, a benchtop shaker incubator for sample processing, and approximately 25mls of compatible qPCR mastermix with fluorophore and enzyme components. The government will evaluate quotations using a Lowest Price Technically Acceptable (LPTA) approach with two factors: Technical Capability assessed on a Pass/Fail basis to demonstrate ability to meet all Statement of Work requirements, and Price evaluation for reasonableness across all Contract Line Items. Quotations are due August 20, 2025, and must be submitted electronically with firm pricing held for 60 calendar days.

This procurement is designated as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The contract requires delivery of one complete qPCR thermocycler system within 60 days after award on an FOB Destination basis. Performance will occur in Albany, California at the USDA Agricultural Research Service Pacific West Area research facility. The solicitation does not identify any incumbent contractors or provide specific budget ranges, though it operates under simplified acquisition procedures suggesting a value below the simplified acquisition threshold. Quoters must maintain active SAM.gov registration and complete all required representations and certifications electronically, with the government reserving the right to make no award depending on quotation quality and fund availability.
