About this opportunity
The National Institutes of Health Office of Logistics and Acquisition Operations issued a sole-source Special Notice for additional Real Time Location System (RTLS) tags on September 23, 2026, with a response deadline of September 25, 2026. The procurement is restricted to Conexus, Inc., the exclusive authorized provider of Securitas RTLS tags compatible with the NIH Clinical Center's existing Plexus Vision Asset Tracking System deployed in 2023.
The Clinical Center seeks 421 Wi-Fi RTLS asset tags with cradles, Plexus licensing, and tag activation to expand real-time monitoring of approximately 2,000 portable medical devices and 30,000 devices on fixed reader systems. The total procurement value is $74,938.00. The justification for sole-source treatment cites FAR 13.106-1(b)(1) authority for simplified acquisitions, establishing that Conexus is the only vendor authorized to integrate RTLS tags with the Plexus platform and the exclusive provider of compliant Securitas tags. The system has undergone Assessment and Authorization to Operate on DoD networks through the Defense Health Agency and meets NIST Risk Management Framework standards. NIH requires this specific solution for consistency in care protocols, patient safety, IT standardization, and cybersecurity compliance. Market research through ECRI reports and industry conferences found no competing sources.
Notice text
The requirement is to add additional RTLS tags for the CC Conexus RTLS/RFID system. The system was installed in 2023. The additional Wi-Fi tags are consistent with tags already in use at NIH for real-time asset tracking using the Plexus Vision Asset Tracking System. The price includes hardware, cradle, licensing, and the required tag activation for use on the NIH RTLS Wi-Fi.
NIH/CC is seeking a system consisting of Real Time Location System (RTLS) with 802.11(WI-FI) and Stationary RFID Fixed Readers to create a record as RFID-tagged items are “seen” when they pass under the Reader antenna. The CC is looking to monitor "real time" locations of about 2,000 portable medical devices and about 30,000 devices on a fix reader system
