About this opportunity

The Department of Homeland Security (DHS) Office of Procurement Operations is seeking a highly qualified contractor to provide Real Property Support Services for facility assessments and strategic planning across DHS-owned, operated, and leased facilities. The primary objectives include conducting comprehensive facility assessments, implementing Presidential mandates to increase operational efficiencies, and supporting strategic facility planning for mission-critical spaces such as sensitive compartmented information facilities (SCIFs), firing ranges, laboratories, and specialized enforcement spaces. The contract will require extensive program, portfolio, and project management support, with a focus on engineering and environmental technical expertise. Potential vendors must demonstrate capabilities in administrative and management consulting, with expertise in facility condition assessments, design-build methodologies, and technical software platforms. The Request for Information (RFI) requires vendors to submit detailed responses by June 10, 2025, at 4:00 PM ET, with submissions to be emailed to Ronald Jean-Baptiste and Josh McCormack.

The contract opportunity is not set aside for any specific small business category and will be pursued through GSA Schedule 541611. The initial contract period is designed as a one-year base period from September 30, 2025, through September 29, 2026, with potential for four additional one-year extensions through September 29, 2030. Performance will primarily be remote, with occasional visits to DHS TSA Headquarters in Springfield, VA. While specific award values are not explicitly stated, the RFI suggests an interest in contractors with experience managing contracts over $20 million and the capability to provide nationwide service. The evaluation will be based on a comprehensive 12-question assessment matrix that will examine vendors' proficiencies in areas including preconstruction planning, quality assurance, code compliance verification, cost estimation, and technical software expertise. Contractors will need to demonstrate compliance with government regulations, including Section 508 accessibility requirements and privacy protection standards.
