About this opportunity

The U.S. Army Corps of Engineers, Honolulu District, seeks to award multiple Blanket Purchase Agreements (at least three) for an indefinite quantity of real estate appraisal services, with proposals due June 24. This is a total small business set-aside, and the government intends to award to Women-Owned Small Business (WOSB) offerors per the SF 1449 solicitation document.

Place of performance spans the USACE Honolulu District Area of Responsibility: the State of Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands, with contractor work performed primarily at the contractor's place of business for properties throughout the Pacific region.

Appraisers must hold at least one active Certified General Appraiser License from Hawaii, Guam, or the Northern Mariana Islands; temporary practice certificates are not acceptable. All appraisers must comply with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) and the Uniform Standards of Professional Appraisal Practice (USPAP). Professional designations from the Appraisal Institute (MAI) or American Society of Farm Managers and Rural Appraisers (ARA) are preferred. Appraisal services include commercial office space, telecommunications tower leases, easements, residential properties, industrial properties, and tract appraisals for fair market value. BPA awardees compete for calls only in jurisdictions where they hold licenses, though they may obtain additional licenses; all awardees automatically qualify for American Samoa appraisals if they meet federal guidelines.

The period of performance is five years from award date. The BPA Master Limit is $350,000; no single call may exceed remaining capacity. The NAICS code is 531320 (Offices of Real Estate Appraisers); PSC is R411. Offerors must submit one Yellow Book-compliant work sample demonstrating completeness, quality, and structure. Evaluation favors experience across all eight appraisal service types, recent completion dates, and prior federal government work.
