About this file
This document outlines submission requirements for real estate appraisers interested in competing under a Blanket Purchase Agreement (BPA) with the U.S. Army Corps of Engineers (USACE) Pacific Ocean Division Area of Responsibility. Submissions must be directed to Mr. Colin Waki and Mr. Kriztofer Laborete by the deadline specified in the SAM.gov announcement and must include the offeror's Unique Entity ID, CAGE code, point of contact information, and a supporting technical documentation package.
Offerors must demonstrate required qualifications including holding at least one active Certified General Appraiser License from Hawaii, Guam, or the Commonwealth of Northern Mariana Islands (temporary practice certificates are not acceptable). Applicants must provide a list of previous appraisal work completed within the USACE POH AOR, detailing project title, location, type of appraisal service, completion date, and contracting agency. BPA awardees will only compete for appraisal calls in locations where they hold appropriate licenses, though they may obtain additional licenses to qualify for future calls in other service areas. All BPA awardees are automatically eligible for American Samoa appraisals regardless of licenses held, provided they meet federal guidelines. Offerors demonstrating experience across all eight appraisal service types, more recent completion dates, and experience with federal government agencies will be considered more favorable. Additionally, applicants must submit one Yellow Book-compliant appraisal work sample for a location where they are licensed, which will be evaluated for completeness, quality, and structure; if multiple samples are submitted, only the first will be reviewed.

Submission Requirements
Interested Real Estate Appraisers should submit the following information to Mr. Colin Waki (colin.k.waki@usace.army.mil) and Mr. Kriztofer Laborete (kriztofer.r.laborete@usace.army.mil) by the date and time specified in the SAM.gov announcement for this requirement.
1. Offeror’s Unique Entity ID (UEI) and Commercial and Government Entity Code (CAGE)
2. Point of Contact (POC) information, including POC’s name, e-mail and telephone number
3. Supporting Technical Documentation Package
Supporting Technical Documentation
Offerors must demonstrate the following qualifications and experience:
1. Provide at least one (1) of the following three (3) Appraiser Licenses:
• Certified General Appraiser License from the State of Hawaii
• Certified General Appraiser License from the Territory of Guam
• Real Property Appraiser License issued by the Commonwealth of Northern Mariana Islands Board of Professional Licensing
Evaluation Notes:
- A Temporary Practice Certificate is not acceptable.
- Offerors must hold at least one (1) license at the time of offer submission.
General Notes:
- BPA awardees will only be selected to compete for appraisal calls for locations which they hold an
Appraiser License (e.g. an RFQ for a Hawaii appraisal requirement will only be issued to BPA awardees who hold a Certified General Appraiser License from the State of Hawaii).
- BPA awardees will be allowed to provide additional appraiser licenses in the future to qualify for competition in additional calls in the respective service location(s) for the additional license(s) obtained.
- American Samoa does not have a local appraiser regulatory agency that issues state-level appraisal licenses. As a result, all BPA awardees will be eligible for appraisal calls in American Samoa regardless of which licenses they hold, so as long as they adhere to federal guidelines for each respective call.
2. Provide a list previous appraisal work completed by the offeror. The list should include the following information for each appraisal experience submitted:
• Project Title
• Location
• Type of Appraisal Service
• Completion Date
• Name of Contracting Agency/Customer
Evaluation Notes:
- Offerors shall provide appraisal experience only for locations within the USACE POH AOR.
- Offerors who demonstrate experience in each of the eight (8) different appraisal service types will be considered more favorable. No more than one (1) example is necessary to demonstrate experience for each of the appraisal service types. Offerors will not be considered more favorable for providing excessive experience in any one appraisal service type.
- Offerors who demonstrate more recent experience (based on completion date of each appraisal submitted) will be considered more favorable.
- Offerors who demonstrate more experience in completing appraisals with Federal Government Agencies will be considered more favorable.
3. Provide one (1) Yellow Book compliant appraisal work sample for a location the offeror is licensed in.
Evaluation Notes:
- The appraisal work sample will be reviewed for completeness, quality, and structure.
- Only one (1) appraisal work sample will be reviewed. In the event an offeror submits more than one appraisal work sample, the first sample in the package will be considered for evaluation. The remaining samples will not be considered or reviewed.
