About this opportunity

The U.S. Food and Drug Administration's National Center for Toxicological Research is conducting a sources sought announcement to identify potential suppliers of reagents and supplies for their existing PacBio Revio HiFi sequencing platform. The FDA requires these specialized sequencing materials to support error-corrected next generation sequencing for identifying tobacco-derived nicotine mutations as part of a 28-day subacute inhalation genotoxicity study. The procurement includes specific PacBio components such as Revio SMRT Cell trays, sequencing plates, pipet tips, adapter index plates, and prep kits, all of which must be compatible with their existing PacBio Revio system (Serial Number: 84183). This is strictly a market survey for information gathering purposes only, with no contract awards resulting from this announcement, and the government will not reimburse any costs associated with responses. Interested vendors must submit capability statements by July 21, 2025, at 1:00 PM Central Time, demonstrating their qualifications under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing.

This opportunity does not utilize any set-aside designations, though small businesses are particularly encouraged to respond, especially those offering domestic products. No current contractors or incumbents are identified in the announcement. While no specific budget range is provided, the FDA requests informational pricing to assist in their market research. The required quantities include 4 SMRT cells per tray, reagents for 4 Revio SMRT Cells per sequencing plate, 40 boxes of pipet tips totaling 3,840 tips, 96 indexed SMRTbell adapters, and library preparation reagents for 24 samples. All items must be delivered within 90 calendar days from any potential future award date to the FDA facility in Jefferson, Arkansas, with a minimum warranty period of 6 months from acceptance.

Other than small business concerns, especially vendors who may be able to offer domestic products, are also encouraged to submit a capability statement that provides company information, as well as information demonstrating that it can meet all of the minimum requirements included below, to include the country of manufacture of products offered.

If your firm is considered a small business source under North American Industry Classification System (NAICS) Code 334516 - Analytical Laboratory Instrument Manufacturing; with a Small Business Size Standard of 1,000 employees and you believe that your firm would be able to provide the FDA with the supplies/services described below, please submit an email to Warren.Dutter@fda.hhs.gov.

Background:

The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Genetic and Molecular Toxicology requires the purchase of reagents and supplies to support error-corrected next generation sequencing on an existing PacBio Revio HiFi sequencing platform to identify tobacco-derived nicotine (TDN) mutations—a primary aim of a 28-day subacute TDN inhalation genotoxicity study. The items listed below will generate sequencing data for NCTR Center for Tobacco Products (CTP) project E07877.01. The PacBio platform is ideal for identifying ultra-low-frequency somatic mutations because its HiFi sequencing generates virtually error-free consensus reads through built-in error correction.
