About this opportunity

This Special Notice is a sole source procurement announcement by NASA's Shared Services Center for the renewal of ReadyOp incident management system licenses. NASA's Office of Protective Services requires this comprehensive emergency response coordination system to enhance situational awareness, streamline communication, and improve operational efficiency during critical incidents across NASA facilities. The sole source contract will be awarded to Cleartronic, Inc. of Clearwater, Florida, as they are identified as the exclusive provider of the ReadyOp system that meets NASA's specific requirements. The procurement operates under NAICS code 513210 for Software Publishers and covers license renewal for this web-based Software as a Service platform. The contract will support emergency management operations at multiple NASA centers including Johnson Space Center, where performance will be located.

The primary objective of this procurement is to maintain continuity of NASA's incident management capabilities through renewal of the ReadyOp system, which provides critical features including mass communication, electronic forms, radio interoperability, and National Incident Management System integration. Interested organizations have until 7:00 AM Central Standard Time on September 16, 2025, to submit written capability statements demonstrating their ability to provide similar services, though the government retains sole discretion over whether to pursue competitive procurement. The ReadyOp system currently serves 13 NASA centers and enables secure, real-time information sharing across multiple agencies during emergency scenarios, supporting continuity of operations and recovery activities. While this is structured as a sole source acquisition, NASA is providing an opportunity for other potential contractors to demonstrate competitive capabilities that might warrant reconsideration of the procurement approach. The annual subscription model includes Center Software Licenses and Service Support packages for each NASA site, with the current renewal cycle beginning July 1, 2025.
