☒I recommend that NASA, NASA Shared Services Center negotiate with Cleartronic, Inc., only for ReadyOp. The total estimated cost of this effort is and the estimated period of performance is 1 August 2023 through 31 July 2028.
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name?
ReadyOp (https://www.readyop.com/) is a proven platform designed to support daily operations, incident management and emergency response, event planning, radio interoperability, communications, command, control, and many other capabilities, including inter-agency and multi-agency, multi-location coordination. This web-based, encrypted platform provides a single, secure location to consolidate plans, rosters, tasks, roles, groups and more, without requiring additional software or hardware. Each NASA Center will have a secure website to plan personnel, roles, operational and emergency plans, teams, and groups as needed.
Johnson Space Center, White Sands Test Facility and Langley Research Facility and recently Glenn Research Center have already purchased and rely heavily on ReadyOp to conduct their daily operations. NASA’s, and particularly JSC’s, five-year experience using the software, Ace boxes (radio patching), and ReadyOp System Services, for planning, communicating, incident management and emergency response have confirmed ReadyOp’s utility. Additionally, the groundwork JSC has accomplished, makes it easier for other Centers to purchase the system, since ReadyOp is already on the NASA-approved vendor list, meets the OCIO IT/Cloud security, and SAML authentication requirements. JSC has the vested expertise to assist Centers with integration of the service.

ReadyOp provides protective services, first responders and managers with multiple planning, response, and communication capabilities in a single secure web application.
ReadyOp has earned a reputation for reliability, power and efficiency while also being very simple to learn and use. ReadyOp is a web-based platform providing a single, secure location to consolidate plans, rosters, tasks, roles, groups and more. When implemented, each NASA Center will have its own secure website to plan personnel, roles, operational plans, emergency plans, teams, and groups that may be needed. Joint, multi-agency plans, and operations can also be built on shared ReadyOp sites for coordinated planning, response and command and control. Assets can then be listed along with their location, person to contact and other information. Diagrams, charts, maps, pictures, videos, report forms, and other documentation can be securely stored, yet immediately available for dissemination.
It is noteworthy that ReadyOp also provides efficient planning and response for the Department of Homeland Security’s National Incident Management System (NIMS) Incident Command System (ICS). ReadyOp provides a single, consolidated site for conducting operations and communication and is not dependent on any location, server or group of servers and can therefore be used for Continuity of Operations, Continuity of Government, and recovery activities as well as communicating within NASA and other external partner organizations.
Market Research A market survey was conducted to identify systems that have the capabilities to meet the specified requirements. After conducting extensive research online and participating in several system demonstrations a draft statement of work and questionnaire was written to assess the capabilities of the following systems initially assessed as being capable of meeting the identified requirements.

ReadyOp meets all the specified requirements. No other system evaluated during the market research met all of the requirements or had the total capability that ReadyOp provides in one package. Capability gaps that were identified with some of the other systems include: integration of NIMS/ICS, radio interoperability, unlimited recording, electronic forms creation and submission, mass communication via telephone, email, laptop, radio, smartphone, and SMS. As an example, ENS does not offer the ability to integrate the specified requirements for NIMS/ICS, and WebEOC did not meet the capability requirements for mass communication or radio interoperability. Motorola WAVE offered two-way radio communications which can also be extended securely to the smartphone but doesn’t meet the other specific requirements for NIMS/ICS, or incident and emergency management.
No other program offers the complete package of capabilities in a single, easy-to-use proven platform. ReadyOp is proven and has been used nationwide at all levels of government, hospitals, and schools. It has served customers through hurricanes, tornadoes, fires, floods and the pandemic. ReadyOp is easy to learn and use, very flexible, low cost and most importantly, it is already proven in daily operations.
2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
Cleartronic, Inc., possesses the requisite software, hardware, and tools for efficient and effective response to incidents and emergencies requires planning for people, assets, communications, and tasks. Often there are multiple agencies and organizations involved adding challenges for coordinating planning and communications. Every authorized user securely accesses the same information at the same time, regardless of their location.
Cleartronic, Inc., ’s ReadyOp is the copyright-holder and sole developer, producer, manufacturer, and distributor of this communication software for simultaneous internal and external information sharing.
Deviation from this sole source justification of Cleartronic, Inc., ’s ReadyOp would generate additional costs in time and money for compatibility research. The technical staff at NASA/JSC has determined that Cleartronic, Inc., ’s ReadyOp is the correct service provider for NASA. Cleartronic, Inc., ’s ReadyOp is considered an industry leader by the technical staff. In summary, the cost to purchase from another vendor would exceed the cost of the procurement request.
I certify that the facts presented in this justification are accurate and complete. I hereby certify that the anticipated cost to the Government is considered fair and reasonable and this justification is accurate and complete to the best of my knowledge and belief.
