STATEMENT OF WORK

ReadyOp

1. Objective/Requirements NASA Office of Protective Services (OPS) requires a comprehensive incident management system that can effectively coordinate emergency response activities, improve situational awareness, and streamline communication among agency personnel. ReadyOp is commonly used by organizations in the public safety sector, including emergency management agencies, law enforcement and fire departments. It aims to enhance operational efficiency, situational awareness, and collaboration among teams during emergencies or critical incidents. ReadyOp system has been identified as a solution that aligns with OPS’s needs.

2. Characteristics, Scope, and Specs

Key features of ReadyOp include:

Incident Management: ReadyOp allows users to create and manage incidents, track progress, and allocate resources effectively. It provides a comprehensive overview of the incident status, enabling coordinated response efforts.

Communication: The system facilitates communication through various channels, including text messaging, voice communication, email, and collaboration tools. Users can share information, updates, and instructions to ensure effective communication among team members.

Resource Management: ReadyOp enables organizations to track and manage resources such as personnel, equipment, and supplies. It helps allocate resources based on priority and availability, ensuring efficient utilization during emergency situations.

Task Management: The software allows the creation and assignment of tasks to individuals or teams.

Users can monitor task progress, set priorities, and receive notifications and reminders, streamlining workflow and ensuring accountability.

Documentation and Reporting: ReadyOp offers capabilities to document incidents, capture relevant information, and generate reports. This documentation helps in post-incident analysis, compliance reporting, and continuous improvement of emergency response procedures.

Mobile Access: The system often provides mobile access through dedicated mobile apps or web interfaces, allowing users to access critical information and communicate while on the move.

ReadyOp is a proven platform for planning, communications, command, control, and many other actions, including inter-agency and multi-agency, multi-location coordination. The web-based platform (Software as a Service, SaaS) provides a single, secure location to consolidate plans, rosters, tasks, roles, groups and more. Each NASA Center would have a secure website to plan personnel, roles, operational and emergency plans, teams, and groups as needed.

ReadyOp provides protective services, first responders and managers with multiple planning, response, and communication capabilities in a single secure web application. ReadyOp has earned a reputation for reliability, power and efficiency while also being very simple to learn and use. Joint, multi-agency plans, and operations can also be built on shared ReadyOp sites for coordinated planning, response and command and control. Assets can then be listed along with their location, person to contact and other information. Diagrams, charts, maps, pictures, videos, report forms, and other documentation can be securely stored, yet immediately available for dissemination.

It is noteworthy that ReadyOp also provides efficient planning and response for the Department of Homeland Security’s National Incident Management System (NIMS) Incident Command System (ICS). ReadyOp provides a single, consolidated site for conducting operations and communication and is not dependent on any location, server or group of servers and can therefore be used for Continuity of Operations, Continuity of Government, and recovery activities as well as communicating within NASA and other external partner organizations.

• Every authorized user securely accesses the same information at the same time, regardless of their location.

• Unlimited radio communication recordings.

• Enable the ability to capture and consolidate all tasks and directives issued by the Incident

Command Team or emergency operations center during an activation and to track and automatically log completion of the tasks.

• Allow all information to be automatically logged and available for recall and reporting at any time.

• Display Checklist progress, reporting and completion, including pictures, comments and time/date stamps can be accomplished quickly, securely, and efficiently from smartphones and laptops from any location with Internet or private network access.

• Radio interoperability that enables two-way radio conversations securely between radio groups and two-way radio communications must be capable to extend securely to the smartphone or laptop of credentialed users.

• Ability for using groups to build and use Forms for checklists, reports, instructions, and other information and, Forms must be submitted securely by users from any location from their laptop or smartphone.
