About this opportunity
The United States Agency for International Development (USAID) is seeking proposals to provide technical assistance and services to increase access to high-quality basic education as defined by host country governments and improve student learning outcomes, particularly in reading, in primary grades 1 through 8 as well as pre-primary levels and alternative education programs in public and non-state schools in Kenya, Ethiopia, South Sudan, Tanzania and other countries. Offerors must propose labor categories and ceiling rates, submit cost proposals using the provided templates, and will be evaluated based on technical approach, past performance, corporate capabilities and experience, and price. Proposals are due by September 10, 2021.
The solicitation is partially set aside for small businesses. Multiple indefinite delivery/indefinite quantity contracts with a combined ceiling of $300 million over five years may be awarded. Services will support host country defined basic education goals and include areas such as classroom instruction, assessment, materials development, education systems strengthening, and research. The place of performance is Kenya, Ethiopia, South Sudan, Tanzania and other countries in East Africa. Labor categories, daily rates, and budget templates are provided to support proposals costing up to $193,600 for the base period of performance.

The purpose of this contract is to provide technical assistance and services to increase access to high-quality basic education as defined by host-country governments and improve student learning outcomes, particularly but not limited to reading outcomes in the primary grades. Basic education may include activities for learners in grades 1-8, pre-primary levels, and alternative or accelerated education programs in public or non-state schools.
