About this opportunity
The Bureau of Reclamation within the Department of the Interior has published a Special Notice announcing its intent to award a single source procurement for peer review services related to the Klamath River Revised Natural Flow Study. The notice indicates the agency will solicit and award a firm fixed price purchase order to Dr. Rick Allen of EVAPOTRANSPIRATION PLUS LLC for approximately $55,000. The procurement falls under NAICS code 541360 (Geophysical Surveying and Mapping Services) and is justified under the authority that only one responsible source can satisfy the agency's requirements. This is specifically a notification of intent rather than an active solicitation for proposals.
The primary objective is to conduct an external peer review of evapotranspiration modeling components within the Klamath River Revised Natural Flow Study, which aims to develop new naturalized streamflow estimates for locations in the Klamath River basin. Any firms believing they possess the technical capability to meet these requirements must submit technical capability statements and business profiles by 5:00 PM Eastern Time on August 26, 2025. Eligible contractors must demonstrate expertise in water resources engineering with doctoral-level qualifications, specific experience with METRIC and ET-Demands modeling, and prior work experience in the Klamath River Basin. All interested parties must maintain active registration in the System for Award Management (SAM) and include their Unique Entity ID in their submissions, though responses will be treated as market research rather than formal proposals.
