About this opportunity

The Naval Research Laboratory (NRL), under the Department of the Navy's Office of Naval Research, has issued a Notice of Intent (Solicitation #N00173-26-NOI-MR07) for R&D Survivability & Fire Protection Systems Development. This is a pre-solicitation notice indicating the agency's intent to award a Sole Source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Jensen Hughes. The notice clarifies that this is not a competitive solicitation, and no solicitation package is currently available. However, the government is inviting capable firms to submit capability statements for consideration before a final determination is made on whether to conduct a competitive procurement. The primary point of contact is Maribel Ramirez, and the notice was posted on November 13, 2025.

All interested parties must submit responses demonstrating clear and convincing evidence that competition would be advantageous to the government by the November 21, 2025 deadline. Capability statements should reference the Notice of Intent number and may be submitted via email to the designated point of contact. The five-year research and development effort focuses on fire protection and survivability technologies for U.S. Navy platforms, including evaluating alternative fire extinguishing agents such as Fluorine-Free Foam (F3) products, conducting fire hazard assessments, performing small and large-scale fire testing, and developing firefighting doctrine for DoD applications. Work will be performed at NRL facilities in Maryland and California, with emphasis on improving safety and enhancing fire protection capabilities across surface ships, submarines, aircraft, and land vehicles. The government reserves the right to determine whether to pursue competitive procurement based on responses received, and no costs incurred by interested parties in providing capability information will be reimbursed.
