About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks a blanket purchase agreement for identification and antimicrobial susceptibility testing instrumentation for rapid analysis of positive blood cultures at St. Louis VAMC, with proposals due September 22, 2026 at 2:00 PM CST and questions due September 17 at 2:00 PM CST. This is a total small business set-aside under NAICS 334516 (Analytical Laboratory Instrument Manufacturing), foreclosing all competition outside that category.
Place of performance is the St. Louis VA Health Care System, 915 North Grand Boulevard, St. Louis, Missouri 63106, with potential expansion to additional VISN 15 locations by contract modification. The instrumentation must be FDA-approved and capable of performing rapid organism identification and antimicrobial susceptibility testing directly from positive blood cultures with results within eight hours, using single-kit-per-sample processing and MIC reporting per FDA/CLSI guidelines. The contract structure is cost-per-reportable-result (CPRR) covering a five-year period (base year August 1, 2026 through July 31, 2027, with four additional one-year optional ordering periods through September 27, 2031). The estimated ceiling is $340,000 over the contract period; individual orders may reach approximately $350 per reportable result, but the Government does not guarantee volumes or funding.
Pricing must include all reagents, consumables, maintenance (preventive and emergency repairs with 24-hour callback response), training, equipment installation and removal, and software and hardware upgrades. The contractor must provide continuously stocked inventory, 24/7 technical support, minimum annual preventative maintenance, and emergency repair service within 24 hours. Evaluation criteria are Technical Capability, Past Performance, and Price. Amendment 1 (issued September 18) clarified vendor questions regarding flexible pricing models, instrument treatment in years two through five, service coverage timing, training scope, validation protocols, and LIS system interfaces.
