About this opportunity
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida is procuring commercial materials and fabrication services for the CH-53K Composite Maintenance Trainer (CMT) through a Rapid Design, Development and Fabrication Lab initiative. The contractor must provide program management, logistics, materials, and documentation to manufacture 37 items including custom-manufactured parts with .stp file specifications, weldments, and rapid prototyping services, all of which must be new rather than refurbished. The procurement requires delivery of components such as heat exchanger mounts, APU exhaust duct mounts, fuel nozzle assemblies, and related metal fabricated products to support training aid development for the Marine Heavy Lift Helicopter program. The contract will be awarded as a firm-fixed-price purchase order to the lowest priced technically acceptable offeror using simplified acquisition procedures. Quotes are due by September 3, 2025, with interested vendors required to submit proposals electronically to Contract Specialist Gabriella Hinds at gabriella.h.hinds.civ@us.navy.mil.
This procurement is designated as a total small business set-aside under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing) with a size standard of 750 employees, and no incumbent contractors are identified in the solicitation materials. The material list specifies 37 total items with most requiring quantities of one unit, though some components require two units each, and the contractor must include shipping costs in their proposed pricing. All materials must be delivered within 30 days of contract award to NAWCTSD at 12211 Science Drive, Orlando, FL 32826, marked for Chris Pyles. The work involves unclassified materials only with no travel requirements, and all technical drawings and specifications carry Distribution Statement D restrictions limiting access to Department of Defense personnel and authorized contractors. While no specific contract value is disclosed, the procurement falls under simplified acquisition procedures suggesting it is below the simplified acquisition threshold.
