About this opportunity
The Defense Microelectronics Activity seeks to establish multiple single-award IDIQ contracts for rapid, long-term assured access to domestically produced semiconductor foundry services through the Rapid Assured Access (R2A) program, with proposals due August 6, 2026 at 1400 PST. Questions close July 13. The procurement is unrestricted; no set-aside applies.
Place of performance is California, USA. Awardees must own or control production-qualified domestic U.S. semiconductor manufacturing facilities and demonstrate Phase 1 acceptable status through deed, lease, operating agreement, or binding legal arrangement before advancing to Phase 2 evaluation. Production-qualified process technologies must include industry-standard wafer sizes (150mm, 200mm, 300mm), ISO 9001:2015 certification, and capabilities spanning 32-nm bulk CMOS, 180-nm SiGe, 1-micron Bi-CMOS, SOI, 7-nm Fin-FET, Silicon Photonics, and Group III-V compound semiconductors. Contractors must provide domestically manufactured photomasks, foundational IP and reference designs, process design kits compatible with Cadence and Keysight EDA tools, multi-project wafer runs, and ancillary services including design, simulation, test, failure analysis, and packaging.
NAICS 334413 (Semiconductor and Related Device Manufacturing); PSC R425 (Support—Professional: Engineering/Technical). The shared ordering ceiling across all awardees is $500 million over a five-year period (September 20, 2026 through September 19, 2033). Task orders issue as firm-fixed-price awards. Pricing evaluation assesses reasonableness and completeness of commercial rate cards, NRE methodology, ancillary services labor rates, IP licensing costs, order fulfillment methodology, and volume discounts, valid 1–2 years. Evaluation occurs in two phases: Phase 1 filters on facility ownership and domestic control; Phase 2 evaluates technical capabilities, past performance (aerospace/defense market experience within the last three years), and pricing. The government intends to award to all responsible offerors submitting technically acceptable proposals with fair and reasonable pricing, without comparative price evaluation. Technical capabilities are weighted more heavily than past performance; all non-price factors combined are significantly more important than price. Proposals comprise four volumes: Volume 1 (Technical Capabilities and Management, 50 pages maximum, must include signed SF 1449), Volume 2 (Past Performance, 20 pages maximum), Volume 3 (Price Proposal, unlimited), and Volume 4 (Administrative and Teaming Arrangements, unlimited). All submissions must be in searchable PDF format to ryan.c.tung.civ@mail.mil and nicholas.s.roberts8.civ@mail.mil. Amendment 5 (July 21) extended the RFP to August 6, 2026 at 1400 PST. Amendment 4 (July 16) updated Section L (R1) and Section M (R2). Amendment 3 (July 15) added Section M (R1) and Q&A #3. Amendment 2 (July 8) added Q&A #2. Amendment 1 (July 2) added Q&A #1.

The scope of Rapid Assured Access (R2A) program is to provide rapid, long-term assured semiconductor foundry access, regardless of project size and classification, through enterprise-wide contracts executed by TAPO for DoW programs and defense contractors. TAPO will establish a R2A contract vehicle that provides rapid access to microelectronics manufacturers and an on ramp of additional vendors, through that vehicle, as required to mitigate future technology gaps. The goal of R2A is to establish multiple single-award IDIQ’s to meet the government’s technology needs and secondly, meet the assurance need to DoW as they develop.
