About this file
This document is a Questions and Answers clarification for federal contract opportunity HQ072726RE001, a base-level Indefinite Delivery Indefinite Quantity (IDIQ) solicitation for semiconductor foundry services.
The clarifications address four key topics: wafer size compliance, proposal submission format, and Statement of Work requirements. Regarding wafer sizes, the Government confirmed that while Section L primarily references 150mm, 200mm, and 300mm wafers, offerors may propose production-qualified 100mm processes—including 100mm RF GaN technology—if they meet all Phase 1 domestic control and production-qualification requirements under the "other" semiconductor foundry technologies category. For proposal submission, offerors may submit their proposals in password-protected ZIP files, provided they furnish the correct, functioning password to the Government prior to the solicitation closing date and time to ensure complete access and readability. A proposed Statement of Work translating the Government's Statement of Objectives into specific, actionable, and measurable capabilities is required and must be submitted with the proposal. This SOW should be broad and programmatic, defining the overall scope of process technologies, engineering services, and ancillary capabilities the offeror proposes to make available under the contract vehicle. The SOW will be evaluated under Factor 1 – Volume I (Technical Capabilities) and will be contractually incorporated into the offeror's final base IDIQ award to govern future Task Orders. The document notes that in case of conflict between the Questions and Answers and the solicitation, the solicitation prevails.

Questions and Answers #02 from the Government’s Request for Proposal HQ072726RE001
Note: All questions have been revised to be made anonymous and in the form of a question. Our intent is to provide the most honest and accurate answers as possible regarding the facts and the Government’s intent. With that being, said should any conflict arise between this document and the solicitation, the solicitation prevails/overrules. We hope you find this helpful.
Q1. If some of your process technologies required like Group III-V compound, photonics, and others are production qualified on 100mm wafers, is the Government interested in a response and hearing options? Or is this solicitation limited to ≥ 150mm wafer sizes?
A1. Yes. While Section L primarily references 150mm, 200mm, and 300mm wafer sizes, a domestic, production-qualified 100mm process is fully compliant and responsive to this solicitation under the "other" semiconductor foundry technologies category. Offerors must ensure that any proposed 100mm technologies successfully meet all Phase 1 domestic control and production-qualification requirements.
Q2. The solicitation mentions 150, 200 and 300mm wafer sizes. Would a 100mm RF GaN process be compliant?
A2. Yes, 100mm RF GaN would be compliant with the RFP.
Q3. May an offeror submit their proposal in a password protected zip file?
A3. Yes, proposal submission in a password-protected ZIP file is acceptable. However, it is the sole responsibility of the Offeror to ensure the Government is provided with the correct, functioning password and can fully access, open, and read all files prior to the solicitation closing date and time.
Q4. Is a Statement of Work required to be submitted with our proposal?
A4. Yes. In accordance with Section L, the Offeror shall submit a proposed Statement of Work
(SOW) that translates the Government's Statement of Objectives (SOO) into specific, actionable, and measurable capabilities.
Because this is a base-level IDIQ solicitation, this SOW should be a broad, programmatic SOW that defines the overall scope of the process technologies, engineering services, and ancillary capabilities the Offeror is proposing to make available under the contract vehicle.
This SOW will be evaluated under Factor 1 – Volume I (Technical Capabilities) and will be contractually incorporated into the Offeror's final base IDIQ award to govern future Task Orders.
