About this file

This is a Questions and Answers document (#03) for Request for Proposal HQ072726RE001, addressing clarifications on proposal submission requirements and program management funding for the R2A (Rapid Advanced Manufacturing) initiative.

The document clarifies several key submission requirements: amended RFP documentation must be reviewed, signed, and included in proposals; Volume IV should contain "Administrative and Teaming Arrangements" (not "Exceptions to Solicitation"); offerors may state "N/A" or "None" if not teaming; the required federal form is SF 1449 (not SF 33); and provisions requiring offeror input should be completed based on what is not already covered by the offeror's SAM.gov representations and certifications. Regarding program management and funding, R2A will not provide independent Program Management (PM) funding separate from fabrication orders, nor will the Government fund access to data such as WIP (Work in Progress) and WAC (Wafer Acceptance Criteria). However, customers may pay for additional PM support if their program requires it, and Program Management Representatives (PMRs) will not be mandatory until order volumes justify the need. Offerors should not include standalone PM costs in their cost proposals unless customers specifically request additional PM support.

Questions and Answers #03 from the Government’s Request for Proposal HQ072726RE001

Note: All questions have been revised to be made anonymous and in the form of a question. Our intent is to provide the most honest and accurate answers as possible regarding the facts and the Government’s intent. With that being, said should any conflict arise between this document and the solicitation, the solicitation prevails/overrules. We hope you find this helpful.

Q1. Attachment 2 states that the offeror shall return completed amendments as part of the proposal submission. We did not see any amendments included with the RFP; can you please clarify what/where the amendments are located?

A1. As of Question and Answer #03, there is now an amendment to the RFP. Pleasure review, sign the cover page and include in it in your proposal response.

Q2. Table 2.1 – R2A Proposal Organization/Breakdown in Attachment 2 states that Volume IV consists of ‘Exceptions to Solicitation’. However, the last page of Attachment 2 states that Volume IV consists of ‘Administrative and Teaming Arrangements’. Which information should be included in Volume IV?

A2. Please see the revised Attachment 2, which corrects the title of Volume IV in the table 2.1.

Q3. If it is administrative and teaming arrangements, do we simply state ‘N/A’ or ‘NONE’ if we won’t be providing any?

A3. Yes, if you are not teaming simply state N/A or None.

Q4. Table 2.1 – R2A Proposal Organization/Breakdown in Attachment 2 states that the offeror has to provide a signed SF 33 as part of our submission. The Volume I instructions state to provide a signed SF 1449. We see that the SF 1449 is provided, but not the SF 33. Is only the SF 1449 required for submittal?

A4. Corrected, reference to SF 33 to SF 1449 in table 2.1 on Attachment 2.

Q5. In Attachment 2 under the Volume I instructions b) Section 2: Program Management - a Management Plan, PMRs, and Data Management are listed. Does the offeror receive funding from the USG to support the PMRs and facilitating USG access to data such as WIP and

WAC?

A5. No, the Government will not pay for access to data such as WIP and WAC specifically.

Q6. For the Program Management plan, we would normally manage this as part of our normal Foundry operations. Does R2A provide PM funding independent of the fab orders? If so, should we include this in the cost proposal?

A6. No, R2A will not provide PM funding independent of orders. However, customers may pay for additional PM support if they believe their program needs it. PMRs will not be required until the volume justifies the need.

Q7. The solicitation contains provisions that need offeror input. Are we required to fill out those clauses as part of our submission?

A7. Provisions are addressed through the offerors SAM.gov representations and certifications.

Provisions that are not covered by your SAM.gov registration, offerors should complete and submit with their proposal.
