About this opportunity
The National Transportation Safety Board seeks radiological services in support of accident investigations, with proposals due August 3, 2026 at 12:00 p.m. EST and questions due July 20, 2026 at 4:00 p.m. EST. The procurement is full and open competition with no set-aside, issued as an IDIQ contract vehicle with individually funded firm fixed-price task orders.
Place of performance is at the contractor's facility. The NAICS code is 541380, Testing Laboratories and Services, with a small business size standard of $19 million. The contract period is five years: one base year (September 14, 2026 through September 13, 2027) plus four optional one-year periods through September 13, 2031. The total estimated contract value is $1 million with a minimum guarantee of $1,500 and maximum ordering ceiling of $1 million.
The contractor must furnish all management, supervision, labor, materials, equipment, and related services to perform radiological scanning and imaging at six energy levels (225 kV Microfocus, 450 kV MiniFocus, 1 MV, 3 MV, 6 MV, and 9 MV configurations with computed tomography and direct radiography imaging), plus post-processing and image review. Components typically range 10–200 mm diameter and 25–300 mm length, composed of composite, aluminum, steel, and stainless steel. Equipment must be calibrated per industry best practices; the contractor must provide annual standardized test results and deliver images in TIFF format suitable for VGStudio Max analysis within one day of scanning. Personnel must execute a Non-Disclosure Agreement within 14 days of award and comply with ITAR/EAR security and export control requirements.
Proposals must include three sections: technical, past performance, and price. Evaluation criteria emphasize technical approach (scan methodology, equipment capabilities, and CT resolution techniques), key and non-key personnel qualifications, past performance from three references on similar projects, and price using best-value trade-off analysis. The incumbent contractor under the prior IDIQ was Varex Imaging Corporation. Amendment 0002 was issued July 27, 2026, withdrawing Amendment 0001 and providing responses to prospective offerors' questions.
