About this opportunity
The Air Force Test Center is conducting a market survey for Radar Absorbent Material (RAM) relocation services at Edwards Air Force Base, California, with responses due by September 15, 2026. This is a Request for Information only; no contract will be awarded and no reimbursement will be made for response costs.
Work is performed at Edwards AFB, with RAM relocated between the Benefield Anechoic Facility (Building 1030), Building 1039 RAM storage, and other on-base facilities for the 412th Electronic Warfare Group. Tasks include reconfiguring RAM inside the chamber, moving damaged or decommissioned material to designated dumpsters, transporting new boxed RAM, and unpacking. RAM pieces have a 2-foot by 2-foot base, range from 1 to 6 feet in height, and weigh up to 25 pounds individually; boxed RAM weighs up to 60 pounds and requires two-person lifting. Contractor personnel must use government-provided flatbed carts to transport loads of 12 to 16 RAM pieces (approximately 240 pounds combined) and complete assigned work by close of business each day.
All contractor employees require criminal background checks, Edwards AFB base access credentials (DBIDS Card), Antiterrorism Awareness Level I training within 30 days of award and annually, and REAL ID Act-compliant identification. Compliance with OSHA standards, occupational safety and health protocols, Environmental Management System General Awareness training, Operations Security protocols, and base traffic regulations is mandatory. Contractors are prohibited from possessing weapons or firearms on base.
The anticipated period of performance is one base year plus four option years. The not-to-exceed budget is $300,000. NAICS 561210 (Facilities Support Services); PSC J059.
