About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, on behalf of the United States Naval Observatory, is procuring one rack-mountable, high-power, frequency-doubled red laser system and one digital laser locking device. The integrated laser system must generate at least 600mW of 657nm output via second harmonic generation from a 1315nm external cavity diode laser, achieve a linewidth of 50kHz or less, and provide mode-hop free tuning of 15GHz around the required wavelength. The system must be turn-key and operational in standard laboratory environments with a 19-inch rack-mountable configuration including an integrated fluid chiller. Evaluation will be based on two factors: technical compliance with all specifications and price, with award going to the quoter offering the most advantageous proposal to the Government on a Firm-Fixed-Price basis. Questions must be submitted by 1:00pm EST on April 10, 2026, and completed quotes are due by 11:00am EST on April 14, 2026, with anticipated award no later than May 15, 2026.
This solicitation is designated as a 100% small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing), with a small business employee threshold of 1,000 employees. No incumbent contractors are identified in the solicitation materials, and no specific award value is disclosed. The procurement calls for delivery of one high-power laser system and one digital laser locking device within five months after contract award to the United States Naval Observatory located at 3450 Massachusetts Avenue NW, Washington DC 20392-5420. All quoters must be registered in the System for Award Management (SAM) database and must submit complete pricing on an FOB destination basis along with representations, certifications, delivery lead times, country of origin information, and confirmation of technical capability to meet all requirements. The Government reserves the right to modify the small business set-aside determination based on responses received.
