About this file
This document is a Request for Quote (RFQ) for commercial products and services issued by NAVSUP Fleet Logistics Center (FLC) Norfolk under solicitation number N0018926QL075. Quotes must be submitted electronically to jordan.l.walton.civ@us.navy.mil by the solicitation closing date and must remain firm for thirty (30) days following that date. The Government intends to award a single Firm Fixed Price (FFP) purchase order based on initial quotes without discussions unless deemed necessary.
Evaluation will be based on two factors: Factor I (Technical) and Factor II (Price). Quotes must meet all minimum specifications to receive an "Acceptable" technical rating; failure to meet specifications results in "Unacceptable" status and eliminates the quote from price evaluation. Pricing will be evaluated for reasonableness, and the Government reserves the right to award to other than the lowest-priced quoter if past performance information indicates better value elsewhere. Quoters must submit completed price lists for each Contract Line Item Number (CLIN), all supporting documentation for price reasonableness, representations and certifications, delivery lead times, country of origin for all supplies, and any required terms and conditions or licensing agreements. The contract incorporates FAR and DFARS clauses including provisions for small business set-asides, Buy American requirements, cyber security compliance, covered defense telecommunications restrictions, and item unique identification requirements for items exceeding $5,000 in Government unit acquisition cost. Payment will be processed through the Wide Area WorkFlow (WAWF) system using commercial invoices approved by the Contracting Officer.
