About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 21 (NCO21) has issued a Notice of Intent to Sole Source for offsite medical records storage services to support the VA Central California Health Care System (VACCHCS) located in Fresno, California. This special notice announces the government's intention to award a sole source contract for NARA-certified medical records storage services rather than pursue a competitive procurement. The contract is classified under NAICS code 493110 (General Warehousing and Storage) and PSC code R616 (Support – Administrative: Physical Records Management Services). The government has determined that these specialized services are available only from a single source without incurring unacceptable delays or cost duplication. This notice was published on December 17, 2025, and represents an informational announcement rather than a formal competitive solicitation.

The VA intends to award the contract to incumbent ACCESS INFORMATION MANAGEMENT CORPORATION for a five-year period spanning January 1, 2026 through December 31, 2030, structured as a base year plus four option years under a Firm-Fixed Price arrangement. Firms believing they are capable of meeting the government's requirements have 15 calendar days from publication to submit a capabilities statement and express interest to Contracting Officer Larry Facio at larry.facio@va.gov; telephone inquiries will not be accepted. Interested contractors must identify their business classification (large, small, small-disadvantaged, 8(a), or woman-owned), specify U.S. or foreign ownership status, and clearly mark any proprietary data submitted accordingly. This notice provides an opportunity for alternative vendors to demonstrate capability, though the government has already selected the incumbent contractor based on its determination that sole source procurement is justified. The deadline for responding to this notice is January 2, 2026.
