About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 16 seeks a single-award, firm-fixed-price Indefinite Delivery Contract for VISN-wide court reporting and transcription services, with proposals due August 20, 2026 and questions due August 11, 2026. The procurement is a total Service-Disabled Veteran-Owned Small Business set-aside under the Veterans First Contracting Program, and carries a Lowest Price Technically Acceptable evaluation methodology.

Place of performance is Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston, Texas, with task orders specifying services across VISN 16 facilities in Texas, Louisiana, Arkansas, and Mississippi. Contract covers five CLINs: standard transcription services (2,000,000 lines annually), urgent transcription services at 48-hour turnaround (400,000 lines annually), court reporter attendance (5,000 hours annually), secure electronic delivery and formatting (250,000 transcripts annually), and audio capture and secure storage (12 months annually). The contractor must maintain minimum 98 percent transcript accuracy, deliver standard transcripts within 10 business days, and comply with Privacy Act, HIPAA, and federal records management requirements. Contract personnel must undergo background screening including a Special Agreement Check and fingerprinting with no access to protected patient health information. Transcription work may be performed off-site; court reporter certification is not mandated. Work by certified SDVOSB independent contractors counts toward the 50 percent self-performance requirement. The contract ceiling does not exceed five years. Offerors must be certified SDVOSBs verified in the SBA Veteran Small Business Certification database at submission and award, and must submit pricing fully burdened in a separate volume. Technical acceptability is assessed pass/fail; price is evaluated among compliant offerors. Amendment 0001 (August 11, 2026) extended the deadline and clarified that SDVOSB-certified independent contractors qualify as similarly situated entities under VAAR 852.219-75. Amendment 0002 (August 14, 2026) clarified limitations on subcontracting requirements. NAICS code is 561492; PSC code is R606.
