About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 16 is issuing a Request for Information to identify qualified contractors capable of providing court reporting and transcription services throughout VISN 16, with responses due July 13, 2026, at 1:00 PM Central Time. This is market research only; no contract will be awarded from the RFI itself, though the VA intends to assess viability of establishing a VISN-wide Indefinite Delivery Contract for these services.
Performance encompasses eight major VA Medical Centers located in Texas, Louisiana, Arkansas, and Mississippi. The contractor must deliver court reporting, deposition support, and verbatim transcription services in support of Administrative Investigation Boards, Merit System Protection Board hearings, Equal Employment Opportunity Commission hearings, and depositions. Standard transcripts are due within 10 business days; urgent requests within 48 hours. Transcripts must maintain 98% accuracy based on errors per line and be delivered in ASCII text format.
The contractor must comply with Privacy Act and HIPAA requirements, complete a VA Business Associate Agreement, undergo background screening including a Special Agreement Check and fingerprinting, and implement comprehensive quality control and quality assurance systems. The contractor is responsible for all personnel, equipment, and software; may not access VA desktop computers or protected patient health information; and must report any data breaches immediately to the Contracting Officer. The contractor must maintain 12-month backup storage of voice recordings and transcripts.
Respondents should submit capability statements addressing company information, business size and socioeconomic classification, regional or multi-site experience, geographic coverage across VISN 16, and feedback on IDC structure feasibility. Submit electronically in PDF or Word format to Shasta Britt at shasta.britt@va.gov. No reimbursement will be made for response costs.
