About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 16, is issuing a Request for Information to identify qualified contractors capable of providing court reporting and transcription services across VISN 16 by July 13, 2026, at 1:00 PM Central Time. This is market research only; no contract will be awarded from this RFI, and the VA intends to determine viability of establishing a VISN-wide Indefinite Delivery Contract for these services.

VISN 16 spans eight major VA Medical Centers across Texas, Louisiana, Arkansas, and Mississippi. Respondents must demonstrate capability to provide geographic coverage across the entire VISN region. Required services include real-time and traditional court reporting, on-site or remote deposition support, verbatim transcription of hearings and administrative proceedings, and secure electronic delivery compliant with VA privacy and data-security requirements. Performance standards mandate 98 percent minimum accuracy, 10 business day turnaround for standard transcripts, and 48 hours for urgent requests. Services must support Administrative Investigation Boards, Merit System Protection Board, Equal Employment Opportunity Commission hearings, and depositions. Contractors must maintain 12-month retention of voice recordings and transcripts, comply with Privacy Act and HIPAA requirements, complete Special Agreement Check background screening, and assume quality control and corrective actions at no additional cost.

The VA seeks capability statements addressing company information, business size and socioeconomic status, demonstrated experience providing regional or multi-site court reporting and transcription services, feasibility and structural feedback on a VISN-wide IDC model, and recommendations. No reimbursement will be provided for response costs. Submit responses electronically in PDF or Word format to the Network Contracting Office 16, located in Houston, Texas. The primary point of contact is Contracting Officer Shasta Britt at shasta.britt@va.gov.
