About this opportunity
The Department of Veterans Affairs (VA) Technology Acquisition Center is conducting market research to identify potential sources for Various VACO Library Journals. The procurement will focus on acquiring 12 specific print and online journal subscriptions for the VA Central Office Library, targeting vendors who can provide comprehensive journal access under NAICS 519291 with a size standard of 1,000 employees. Interested contractors must submit their capabilities and qualifications via email to Contract Specialist Andrew Allen by December 27, 2024, at 10 AM EST, with all correspondence referencing the RFI number and title. The anticipated contract will be structured as a Firm Fixed Price agreement with one base year (January 1, 2025 to December 31, 2025) and two optional extension years. Key technical requirements include IP address validation, unlimited simultaneous user access, immediate current issue availability, Windows compatibility, and Section 508 compliance.
The pre-solicitation notice indicates no specific set-aside designations for this procurement, meaning it is open to all qualified vendors. While no specific incumbent contractor is mentioned, the journals include prominent publications such as Health Affairs, NEJM AI, and Science, representing a diverse range of academic and professional periodicals. The Statement of Work specifies delivery of print materials to the VA Central Office in Washington DC, with both online-only and print+online format options being considered. Though specific budget ranges are not disclosed in the current document, the contract will cover 12 journal subscriptions across various publishers. The procurement timeline suggests a strategic approach to securing comprehensive library resources with flexibility for potential multi-year engagement through the optional contract extensions.
