Request for Information - Sources Sought Title: Various VACO Library Journals I. Introduction:

This source sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced, and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this source sought announcement. NAICS 519291 (size standard: 1000 Employees) applies.

The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement of Various VACO Library Journals. Currently, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION.

II. Requirements:

Please see attached Statement of Work (SOW).

III. Submittal Information:

Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response. It is requested that the above information be provided no later than Friday 27 Dec. 2024 at 10 AM EST. Responses should be emailed to Andrew Allen at Andrew.Allen6@va.gov. All Email Correspondences for this project must reference the RFI Number, and Title in the subject line of the email. No phone calls will be accepted.

A. Introduction:

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing, off-the-shelf, web and print-based journal subscriptions for the VA Central Office (VACO) Library as listed below.

B. Performance Period: One (1) year (January 1, 2025 to December 31, 2025) plus two (2) option years. The Period of Performance is the calendar year.

C. Type of Contract: Firm Fixed Price.

D. Place of Performance: Contractor’s Facility.

E. Scope of Work: The vendor shall provide to the VACO Library the journal titles listed below, in the online and/or print-based format as indicated.

All journals required in print format shall be delivered to the following location:

G. Product Description

The requirements of the electronic journal collection are as follows:

· Access for electronic publications shall be granted through IP address validation on an institutional basis, eliminating the need for users to enter identification, username and/or password. For remote access, product should be accessible via LibLynx IP addresses.

· An unrestricted number of simultaneous users shall have immediate access from any web-enabled computer within VA Central Office. It is required that all authorized remote users with VPN access have access to the product.

· Journals shall be maintained with the most current issues available with no embargo period.

· The product shall be compatible with most standard web browsers, which have cookies enabled. To ensure privacy, the product uses session cookies rather than persistent cookies.

· The product shall be compatible with the Windows environment.

· Product shall be 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant.
