About this opportunity

The Department of Veterans Affairs Veterans Health Administration seeks a firm-fixed-price contract for an Ovid eBooks subscription comprising 122 commercial titles with perpetual access, with proposals due September 25, 2026 at 1:00 PM EDT. This is an unrestricted, open competition procurement under FAR Part 12 for commercial items.

Place of performance is nationwide across all VA healthcare facilities with remote access for VHA users via VPN or Citrix Access Gateway. The contract runs from September 30, 2026 through September 29, 2027. The purchase comprises 81 updated editions of titles currently in the VHA collection and 41 new eBooks selected to provide uniform clinical decision-support resources across all VA sites.

Technical requirements include web-based platform access through Ovid with unlimited simultaneous users across all authenticated VA sites, full-text PDF chapter access with copy-and-paste functionality into VA electronic medical records, Section 508 compliance for all 122 titles, and enterprise-level usage statistics reporting to the VA Library Network Office. The vendor must manage all website hosting, maintenance, technical support, and system uptime nationwide with outage notification to vhalno@va.gov and technical inquiry response within two business days. For the 81 updated editions, the vendor must transition access from prior editions to current editions with no service gap.

Technical quotations are limited to five single-sided pages with 12-point font minimum. Evaluation uses price reasonableness, with award to the lowest evaluated price among technically acceptable quotations. Offerors must hold prices firm for 30 calendar days from solicitation receipt. All offerors require SAM registration, UEI, CAGE code, and Federal TIN; authorized distributor or reseller letters are required if the offeror is not the OEM. Submit documentation via email to Contracting Officer Kymberly Morgan (Kymberly.Morgan@va.gov).
