About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Veterans Integrated Service Network 1 (VISN 1), is conducting a Sources Sought Notice for STAT Medical Courier Services to transport blood products between American Red Cross locations and VA medical centers across Massachusetts, Rhode Island, Vermont, New Hampshire, Connecticut, and Maine. The primary objective is to establish a medical courier service capable of delivering blood products within one hour in the Boston area and providing immediate direct transport for other VISN 1 locations. Interested parties must submit responses by 3:00 PM EST on March 28, 2025, via email to Sarah.otis@va.gov, including company details such as name, address, point of contact, SAM Unique Entity ID, CAGE code, and socio-economic category. Respondents are required to provide a capability statement demonstrating their ability to meet technical requirements, with a focus on drivers trained in handling biohazard materials, possessing valid licenses, and complying with VA security regulations. The evaluation will assess the company's capacity to consistently maintain a presence near the American Red Cross parking lot in Dedham, MA, and provide comprehensive transportation services.
The procurement is not set aside for any specific socio-economic category, making it open to all qualified contractors. The contract is structured with a base year and four option years, with the government reserving the right to add additional VISN 1 sites. The estimated yearly service volumes include approximately 200 transports from American Red Cross in Dedham to VA West Roxbury, 100 transports between VA West Roxbury and VA Jamaica Plain, and various other routes between VA facilities and blood centers. While specific award values are not disclosed in the pre-solicitation notice, the service requires a robust logistics infrastructure including vehicles, drivers, tracking systems, and appropriate insurance coverage. Potential contractors should note that this is a market research announcement and not a formal solicitation, meaning no offers will be accepted at this stage, and all submission costs will be borne by the responding parties.
