About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is preparing to issue a Request for Quote for PTSD-specific user experience design, testing, and content development for mobile applications, with RFQ responses due September 1, 2026; this procurement is set aside for Small Business and will be issued as a single integrated award across all task areas rather than separate lots.
The contracting office is located in Eatontown, New Jersey. Work involves trauma-informed UX testing with Veterans holding PTSD, clinical content writing, and mobile application testing for the National Center for PTSD. The VA has issued a Request for Information (RFI) with responses due June 23, 2026 to assess market capabilities; RFI questions and answers are posted on SAM.Gov under solicitation number 36C10B26Q0518, with the formal RFQ to follow under number 36C10B26Q0676.
Offerors must maintain independent access to a Veteran PTSD participant panel from day one of award and demonstrate independent Institutional Review Board protocol experience, though the VA will provide an existing protocol at contract start. The Clinical UX Lead must hold a doctoral degree in clinical psychology, counseling psychology, or clinical social work with active unrestricted licensure, at least three years post-licensure clinical experience treating adults with PTSD using VA/DoD Clinical Practice Guideline first-line treatments, documented user research and mobile app testing experience, and availability for at least 50 percent level of effort. Contractors must support 2–3 concurrent UX studies per month, 2–3 app testing cycles per month, twice-weekly stakeholder meetings, and 2–3 ongoing content and design projects. All testing personnel require formal clinical training and professional experience in PTSD. Deliverables must demonstrate Section 508 accessibility compliance and trauma-informed methodology. A Performance Work Statement and RFI questions with government responses are available on SAM.Gov. Contact Jamilah Green, Contract Specialist, at Jamilah.Green@va.gov.
