About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin intends to solicit a cloud-based Project Management Information System (PMIS) SaaS solution for VISN-22 as a Service-Disabled Veteran-Owned Small Business set-aside under the NASA SEWP V GWAC vehicle, with RFI responses due June 3, 2026 at 3:00 PM EST.

The requirement covers VA Medical Centers, outpatient facilities, and leased assets in Southern California, Arizona, and New Mexico. The system must support 400 users (150 VA staff and 250 support contractors) on a license-based consumption model and be a COTS solution branded as Kahua or equivalent. FedRAMP Moderate authorization with an active VA Authority to Operate is mandatory; the solution must be cloud-hosted and vendor-operated with no VA-hosted servers or local software installations beyond mobile applications.

Technical capabilities required include centralized document management, configurable workflows, role-based access controls, automated RFI/submittal/change order processes, cost management, schedule integration with Primavera P6 and Microsoft Project, mobile functionality, REST APIs, Power BI integration, SAML 2.0/SSO/MFA, AES-256 encryption at rest, TLS 1.2 or higher in transit, Section 508 accessibility compliance, IPv6 support, TIC 3.0 compliance, and zero SSN usage as primary identifiers. Personnel must be vetted at Tier 2 Moderate Risk level per FedRAMP requirements.

The contract consists of one 12-month base period with four optional 12-month extensions. The contractor must provide a designated Client Success Manager, role-based virtual training, and comprehensive system maintenance. If AI is part of the proposed solution, vendors must self-certify compliance with OMB Memorandum M-26-04 regarding Unbiased AI Principles and provide transparency documentation. The NAICS code is 541519; small businesses and subcontractors are encouraged to suggest appropriate classifications.

RFI responses are limited to 15 pages and must include vendor information, technical capability summaries, informal pricing, and relevant corporate experience with references including agency contact, dollar value, and contract number. Submit responses via email to Elena Juliano (Elena.Juliano@va.gov) and John Vardouniotis (ioannis.vardouniotis@va.gov) with subject line "V22-CAM PMIS RFI," with file size not exceeding 5 MB.
