About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center, on behalf of the Veterans Health Administration's Digital Health Office, intends to sole-source a firm-fixed contract to provide human systems integration services focused on improving the usability, safety, and supportability of VA healthcare systems. The procurement specifically targets Electronic Health Record Modernization (EHRM) services, requiring comprehensive analysis of human performance, staffing, training, and systems safety to maximize system performance and minimize lifecycle costs. The contractor will deliver human factors engineering services including risk analysis, engineering solutions, issue resolution, simulation, and systems testing across VA facilities. The government is utilizing the Veterans First Contracting Program under Public Law 109-461 as the legal authority for other than full and open competition. Responses to this Notice of Intent to Sole Source are due by September 22, 2025, at 12:00 PM EST, and should be submitted to Lindsay Gray at lindsay.gray3@va.gov.

This opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541611 (Administrative Management and General Management Consulting Services).
