About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is conducting market research for Energy Control Procedure (ECP)/Lockout-Tagout (LOTO) services at the Bath and Canandaigua VA Medical Centers in New York. Prospective contractors must demonstrate sufficient technical expertise and functional area experience to compete for this acquisition, with documentation required to substantiate their qualifications. While evaluation criteria have not been explicitly detailed in the sources sought notice, contractors should emphasize their capability to manage approximately 459 total ECPs across both facilities and their experience with Brady Link 360 software implementation. Responses to this request for information are due by November 6, 2025, at 12:00 pm EST and should be submitted via email to nathan.northrup@va.gov; this is a market research notice only and does not constitute a formal solicitation or guarantee of contract award.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), though the government is also gathering information from Veteran-Owned Small Businesses (VOSB), 8(a) firms, HUBZone small businesses, and other small businesses for comparative market analysis. No incumbent contractor information has been disclosed in the sources sought notice. The contract will be awarded under NAICS Code 541330 (Engineering Services) with a small business size standard of $25.5 million, structured as one base year plus four option years. The Bath campus requires services for approximately 243 ECPs while the Canandaigua campus requires services for approximately 216 ECPs. Interested companies must register in SAM.gov and, if applicable, in the SBA VetCert Database for SDVOSB/VOSB status. A site visit will be included as part of the official solicitation process, and all parts, labor, fees, and materials shall be included in the purchase order price.
