About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 22, Network Contracting Office 22 issued a notice of intent to sole source a Firm Fixed Price contract to Joint Commission Resources, Inc. for an online mock survey tool, with award anticipated August 26, 2026 and a response deadline of August 25, 2026 at 10:00 AM Pacific Time.

The VA asserts that only Joint Commission Resources, Inc. possesses the required capabilities to meet this requirement due to exclusive native compatibility with the existing Tracers with Accreditation Manager Plus software and proprietary integration with The Joint Commission Health Accreditation Body's SAFER Matrix scoring methodology. Market research identified alternative healthcare compliance and mock survey software providers—including Performance Health Partners, RLDatix, and MedTrainer—but none provide the specific SAFER Matrix integration required.

The mock survey tool is a Software-as-a-Service platform with no proprietary hardware requirements, operating via web browsers and supported by the complementary JC Tracers mobile application. The platform enables trained staff to create customized reports, including the SAFER Matrix, by assessing data from multiple sources: Accreditation Manager Plus, self-collected tracer data, Requirements for Improvement, Joint Commission survey data, and tracer findings with the AMP mock survey add-on module.

Performance location is VISN 5, headquartered at 300 Oceangate, Suite 700, Building 149, Long Beach, California 90802. NAICS code 813920, size standard $23.5 million; PSC R420. Interested parties may submit written responses with clear and convincing evidence that competition would be advantageous to the Government by the deadline to Edgar Alvizar, Contract Specialist, Edgar.Alvizar@va.gov.
