About this file

This is a Single Source Justification for a federal contract award under FAR 12 for a procurement over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.

The Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) in Long Beach, California, seeks to procure The Mock Survey Tool (MST) software from Joint Commission Resources, Inc. (JCR) as an add-on module to the existing Tracers with Accreditation Manager Plus (AMP) software. The MST is a Software-as-a-Service (SaaS) platform with no proprietary hardware requirements that operates via web browsers and is supported by the complementary JC Tracers mobile application. The primary capability is the ability to generate SAFER Matrix Reports, which enable VA staff to proactively assess organizational risk, identify vulnerabilities prior to unannounced Joint Commission surveys, and track corrective action plans. The acquisition is for VISN 5 headquartered in Long Beach, California, with purchase request number 498-26-4-610-0104. The proposed dollar value is redacted for the base year, with a total redacted amount for base year plus four option years.

The justification asserts that MST is the only source capable of meeting the requirement due to exclusive native compatibility with the existing Tracers with AMP software and the SAFER Matrix's proprietary integration with The Joint Commission Health Accreditation Body's scoring methodology. Market research was conducted per FAR 10, identifying alternative healthcare compliance and mock survey software providers—including Performance Health Partners, RLDatix, and MedTrainer—but none provide the specific SAFER Matrix integration required. The Contracting Officer, Edgar Alvizar, certified the justification as accurate on August 11, 2026. The document is Revision 02, effective December 30, 2025, with Acquisition ID 36C262-26-AP-7929.

Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 1 of 2 Acquisition ID# 36C262-26-AP-7929

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 12 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C262-26-AP-7929

Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) in Long Beach, CA, seeks Justification for Single Source Award to procure the services listed in purchase request #:

498-26-4-610-0104 for the Veterans Integrated Service Networks (VISN) 5 headquartered at , Long Beach, CA 90802.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VISN 22 is requesting acquisition of The Mock Survey Tool (MST) software. This required software is an add-on module to the existing Tracers with AMP (Accreditation Manager Plus) software. Both the required add-on and the current software are developed by Joint Commission Resources, Inc.

(“JCR”). The VA is requesting to expand the capability of their existing Tracer with AMP software (“Tracers”) by adding ability to generate SAFER Matrix Reports; which MST can enable. Mock Survey Tool (MST) is primarily a SaaS (Software as a Service) platform with no proprietary hardware. The software component operates via web browsers and is supported by the complimentary JC Tracers mobile app for real-time data collection and photo capture. The main feature of the MST is its ability to generate SAFER Matrix Reports. Then, VA staff use customizable, pre-populated templates from Tracers to evaluate departments. They input observation data into the system, which then cross-references findings with current standards and generates compliance reports to assess the readiness of the medical center prior to the Join Commission inspection. With MST, VA Staff will proactively assess organizational risk, identify vulnerabilities prior to unannounced surveys, generate SAFER Matrix reports and track corrective action plans. The SAFER Matrix itself is not a standalone software available for purchase. It is the official scoring and reporting methodology used directly by The Joint Commission Health Accreditation Body during facility accreditations. However, organizations that wish to analyze, track, and benchmark SAFER Matrix data can access via acquisition of Mock Survey Tool. The proposed dollar value is $ for base year and a total of for base plus four (4) option years.

Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID# 36C262-26-AP-7929

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Mock Survey Tool (MST) from Joint Commission Resources, Inc. (JCR) is the only SaaS that can meet this requirement and no other source can because MST is uniquely required for exclusive native compatibility with existing Tracers with AMP software. This integration enables the official SAFER Matrix, a tool that plots deficiencies based on risk and scope. Other source that could provide integration with SAFER Matrix and none w found. Unlike alternatives such as Performance Health Partners, RLDatix, or MedTrainer, only this tool provides this specific technical alignment. JCR MST software, is the only source that can meet this requirement and no other source can.

Description of market research conducted and results or statement why it was not conducted: Marker research was conducted in accordance with FAR 10.

Because JCR’s MST software is closely tied to The Joint Commission Health Accreditation Body’s proprietary requirements and scoring matrix (SAFER Matrix), there is no direct 1:1 equivalent that mirrors their proprietary scoring. However, the broader healthcare compliance, mock survey, and tracer software market includes the following alternatives (which do not provide SAFER Matrix):

Performance Health Partners (PHP): Offers an Incident Management & Quality/Compliance software platform that includes customizable rounding and tracer tools.

RLDatix (formerly Verge Health): Description: A comprehensive governance, risk, and compliance (GRC) software provider utilized heavily in hospital systems.

MedTrainer: An all-in-one compliance and learning management system widely used across ambulatory care, hospitals, and long-term care.

Contracting Officer's Certification: Purchase is approved in accordance with FAR I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
