About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking information from capable contractors regarding the provision of Computer-Assisted Legal Research (CALR) services through this Request for Information (RFI). The procurement encompasses two complementary legal research offerings: a fully vendor-provided, managed Software-as-a-Service (SaaS) solution for general legal research accessible to approximately 1,250 users conducting over 400,000 searches monthly, and an internally hosted system for searching historical Board of Veterans' Appeals decisions spanning from 1970 to present. Key requirements include 24/7 availability with web-based access to federal and state court decisions, statutes, regulations, veterans benefits materials, document analysis, and citator functionality, along with FedRAMP Low authorization for the general legal research SaaS offering. Contractors must also provide helpdesk support with a 4-hour response time and 2-day resolution targets, online training programs, and comprehensive transition plans with user acceptance testing. The RFI response deadline is March 4, 2026, with responses limited to ten pages, and interested parties should direct submissions to Kyle Maccia (kyle.maccia@va.gov) and Debra Clayton (debra.clayton2@va.gov).

This RFI is issued with no set-aside designation and carries no obligation for the government to acquire the described services, as no funds have been authorized or appropriated for this effort. Respondents are not entitled to payment for costs incurred in responding to the RFI, and the submission does not constitute a formal solicitation or authority to negotiate contracts. The proposed contract structure is a firm-fixed-price acquisition with a 12-month base period followed by four optional 12-month periods, with full system functionality required by August 31, 2026. Market research has identified specific product recommendations including LexisNexis solutions (Lexis+, Courtlink, Search Advantage, Core Public Records, and Lexis+ AI) for approximately 1,300 base licenses of the general research tool, though the RFI seeks to gauge contractor capability and assess the economic feasibility of the identified requirement. Respondents must demonstrate compliance with VA Critical Security Controls, IPv6 support, zero-trust architecture requirements, Section 508 accessibility standards, and background investigation requirements per VA Handbook 0710 for personnel requiring access to VA information.
