About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is issuing a pre-solicitation notice for Project Facilitator Services to support the VISN 2 Bronx VAMC Energy Savings Performance Contract (ESPC) under NAICS code 541690. The project facilitator will be responsible for providing services related to Measurement and Verification (M&V) Report reviews, overall project tracking, and meeting minute reporting throughout the contract period. A critical qualification is that the project facilitator must be Department of Energy (DOE) approved to perform these specialized energy-related services. The government will evaluate proposals using a best value approach that considers both price and technical factors as evaluation criteria. The anticipated performance period will begin on September 25, 2025, and conclude on September 24, 2030, with the possibility of an earlier start date if mutually agreed upon by September 19, 2025.
This procurement is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside and will be awarded as a direct sole source contract to EMP2 Inc. under FAR 13.106-1(b)(1) and the Veterans First benefits program. The contract structure will be a Firm Fixed Price (FFP) arrangement with one base year and four option years, providing a total contract duration of five years. The solicitation will not be posted on the Federal Business Opportunities website, as the Request for Proposal will be issued directly to the identified contractor. This procurement follows Federal Acquisition Regulations Part 12 and Part 13 Simplified Acquisition Procedures, ensuring streamlined processing for this specialized energy performance contracting support requirement. The due date for this pre-solicitation notice is listed as September 17, 2026, though this appears to be related to the overall procurement timeline rather than an immediate response deadline.
