About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is issuing a Request for Information to identify qualified vendors for the VEO Community Challenge Award, with RFI responses due by June 25, 2026 at 5:00 PM Eastern Time. This is a sources-sought notice for information and planning purposes only and does not constitute a binding solicitation; responses cannot form a contract and do not obligate the VA to issue a follow-on solicitation.

Work is performed at the contractor's facility through virtual communications with the VA. The requirement covers NAICS 541613 (Marketing Consulting Services) and PSC R408 (Support—Professional: Program Management/Support), with a period of performance not to exceed 12 months. Participation is open to not-for-profit organizations only.

The contractor will manage the VEO Community Challenge Award, a community-based initiative focused on improving Veteran customer experience, expanding outreach, and increasing access to VA and non-VA services, with specific emphasis on transitioning Veterans, Veteran homelessness, suicide prevention, and VA enrollments. Major tasks include developing a project management plan, designing a secure web-based platform compliant with VA information security and privacy requirements, establishing application and scoring criteria, promoting the challenge, processing applications to identify 15 finalists, conducting finalist presentations to identify 10 award winners, and distributing $100,000 in monetary awards equally among recipients ($10,000 each). Key deliverable milestones span February through June 2027, culminating in award distribution by June 1, 2027.

Responses should include company information, CAGE/DUNS number registered in SAM/VetBiz.gov, point of contact details, socio-economic category, a technical approach summary, and proposed pricing structure. Submit to Tereshia Burford (Tereshia.Burford@va.gov) and Wanda Y. Edwards (wanda.edwards@va.gov) at 5202 Presidents Court, Suite 103, Frederick, MD 21703.
