About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking a contractor to provide administrative management and general management consulting services to support the Interoperability Pledge Program as a neutral convener for establishing and facilitating an Interoperability Pledge Community of Practice (IPCOP). The primary objective is to improve healthcare data sharing and interoperability between VA and community healthcare providers, particularly supporting legislative priorities like the PACT Act and COMPACT Act. Key requirements include establishing a Community of Practice outside the VA firewall, facilitating multi-stakeholder collaboration, developing standards alignment roadmaps, managing monthly meetings and workgroups, and potentially developing new implementation guides while maintaining strict neutrality. The solicitation uses a cascading tiered evaluation approach that prioritizes Service-Disabled Veteran-Owned Small Businesses first, followed by other veteran-owned businesses, then 8(a) participants and HUBZone businesses, Women-Owned Small Businesses, and finally other small businesses and large businesses. Proposals are due by September 12, 2025, and the contract is anticipated to begin on or around September 30, 2025.

This solicitation does not include any specific set-aside designation but employs the tiered evaluation system to give preference to socioeconomically disadvantaged businesses. The contract has a total estimated value of approximately $24.5 million over a five-year period of performance, consisting of one base year and four one-year option periods. The procurement will be awarded as a firm-fixed price contract under NAICS code 541611 for Administrative Management and General Management Consulting Services. Key personnel requirements include a Program Manager III, Informatics Specialist/Bioinformatician, and Health System Specialist II, each requiring a master's degree and ten years of relevant experience. The work will be performed remotely with access to VA digital tools and networks, and the contractor must execute a Business Associate Agreement to handle Protected Health Information in compliance with HIPAA requirements.
