About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 intends to solicit proposals for salary survey data collection and analysis services, with an anticipated response deadline of September 8, 2026. The Regional Procurement Office Central in Murfreesboro, Tennessee will procure the services under FAR Parts 12 and 15 as a firm fixed-price contract through open market competition with no set-aside.

Place of performance is nationwide across 152+ VA medical centers in the continental U.S., Alaska, Hawaii, and U.S. territories, with administrative oversight at Veterans Integrated Service Network 9. Core scope encompasses identifying and purchasing approximately 50 national and regional salary surveys annually from a specified list of 14 approved publishers; collecting and distributing VHA employee compensation data to third-party surveyors; analyzing survey results and generating market comparisons for clinical, professional, administrative, technical, and other healthcare occupations; calculating and applying geographic differentials drilled to city/state level for all VHA duty station locations; maintaining a job architecture catalogue with career paths and job leveling; and providing a cloud-based compensation solution with AI-enabled capabilities for pay setting, trend analysis, and compensation reviews. Deliverables include monthly progress reports, quarterly meeting management, instruction guides with annual updates, and benchmarking analysis. The contract award value is $19.5 million for a one base year plus four optional twelve-month periods (September 30, 2026 through September 29, 2031).
