About this file

This is a Quality Assurance Surveillance Plan (QASP) for the VHA Salary Survey Data Collection & Analysis contract with the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9. The QASP establishes performance standards and acceptable quality levels for all contract deliverables, with a baseline acceptable quality level of 95% across all tasks and subtasks. The contractor must conduct a contract kickoff meeting within ten business days of award and provide meeting minutes within five business days. The contractor is responsible for collecting VA data, reformatting it for third-party surveyors, and distributing it within required timelines, with all submissions requiring PM and COR review and acceptance.

The contract encompasses developing and maintaining an Enterprise Compensation Solution cloud-based database for approximately 350 VHA HR employees, which must include geographic differentials drilled down to city/state level, job matching, pay components, export functionality, a pay-setting tool, and AI review capabilities. The contractor must create a comprehensive instruction guide for the system and maintain it with updates as needed. Additional key deliverables include assisting with Job Architecture implementation, conducting employee mapping and validation, performing market benchmarking with outlier analysis, providing monthly progress reports, and facilitating quarterly meetings with documentation. All deliverables must be provided in cloud-based or electronic format. The government allows ten business days for review with three business days for contractor revisions, and the Contracting Officer's Representative provides final acceptance notification within five business days. Repetitive errors may result in an unacceptable performance rating affecting future contract competitions.
