About this opportunity
The Department of the Army National Guard seeks replacement and installation of a DT530 engine on an R-11 fuel servicing truck, with proposals due September 11, 2026 at 2:00 PM local time. This is a women-owned small business set-aside, 100 percent unrestricted.
Place of performance is San Antonio, Texas (Lackland Air Force Base, TX 78236-0123), though the contractor may perform engine removal, installation, and testing at its own repair facility within a 30-mile radius, with towing from 1493 Billy Mitchell Boulevard. The engine requirement is a new DT530 (531 cubic inches/8.7 liter displacement, 800 lb-ft torque) fully compatible with a 2009 International 7400 vehicle (VIN 1HTWGADT9AJ233826). The contractor must provide a standard one-year/100,000-mile warranty covering parts and labor; equivalent manufacturer-backed warranties are acceptable if offered with different published mileage limitations. The truck has been non-operational for approximately 16 months due to engine failure. Delivery is required 90 calendar days from award, with performance period October 1 through November 30, 2026. The contractor must replace or flush supporting components—radiator, charge-air cooler, oil cooler, and fuel system—as necessary to protect the replacement engine warranty. The vehicle will operate and perform normally upon final acceptance.
If performance occurs on-site, the contractor must coordinate with TSgt Malave and comply with a comprehensive security agreement including security clearance requirements, employee roster documentation, suitability investigations, and compliance with DoD and Air Force security directives. Pricing is firm fixed price. Evaluation is based on price and technical acceptability. NAICS code 811111 (General Automotive Repair); PSC J023. Amendment 01 with questions and answers uploaded September 8. Offerors must register in SAM.gov and submit quotations via email using the SF1449 form.
