About this file
This is a Questions and Answers document for federal contract opportunity W50S78-26-Q-A006 regarding engine replacement services for an R-11 fuel-servicing truck.
The Government seeks a DT530 replacement engine, accepting either genuine Navistar remanufactured engines or new stock with manufacturer-backed warranty. Contractors may provide either a drop-in engine assembly or long block configuration. The original engine failure resulted from fuel pump leakage into the crankcase, causing bearing failure. Serviceable existing accessories may be transferred to the replacement engine, and programming and calibration updates are permitted provided the vehicle functions properly. The contractor must replace or flush supporting components—including radiator, charge-air cooler, oil cooler, and fuel system—as necessary to protect the replacement engine warranty. The truck must retain its existing emissions certification and original engine-family configuration. An equivalent manufacturer-supported warranty is acceptable if offered with different published mileage limitations; the standard requirement is one year/100,000 miles for parts and labor. The vehicle will be emptied of fuel as much as possible prior to towing but requires no purging. Final acceptance requires the vehicle to operate and perform normally. The delivery schedule is 90 calendar days from award, with the period of performance referenced as October 1 through November 30, 2026. Quotations must be submitted via email to MSgt Buddy Ciemiengo using the SF1449 form, with vendors encouraged to include company information, SAM UEI, and CAGE code.

Questions & Answers – R11 Engine – W50S78-26-Q-A006
1. The PWS requires a “new” DT530 replacement engine. Will the Government accept a genuine Navistar remanufactured engine with a manufacturer-backed warranty, or must the engine be completely unused new-old-stock?
Remanufactured is OK.
2. Does the Government require a complete drop-in engine assembly, a long block or another defined engine configuration?
Drop-in engine or long block is acceptable.
3. Please provide the existing engine’s complete serial number, engine family/build information and any available International/Navistar engine data-plate photographs.
See attached picture.
4. Is engine label number 1887135C1 the required replacement part number, or is it the identification number from the existing engine’s emissions label?
See attached picture- this number listed as Label number.
5. Should the replacement include new or remanufactured fuel injectors, high-pressure oil-system components, turbocharger, air compressor, starter, alternator and ECM, or may serviceable existing accessories be transferred?
Serviceable existing accessories can be transferred.
6. Has the original engine failure been diagnosed? If so, please provide the diagnosis, failure description and any available inspection or repair records.
Fuel pump leaked fuel into the crankcase diluting the oil with fuel and caused bearing failure.
7. Did the engine failure introduce metal, coolant, fuel or other contamination into the lubrication, cooling, intake or fuel systems?
Unknown.
8. Is the contractor expected to replace or flush the radiator, charge-air cooler, oil cooler, fuel system, hoses or other supporting components when necessary to protect the replacement engine warranty?
Yes.
9. Must the existing ECM calibration be retained, or will programming and calibration updates be permitted when required for compatibility with the replacement engine?
Programming and calibration updates are permitted as long as the vehicle functions properly.
10. Does the Government require the truck to retain its existing emissions certification and original engine-family configuration?
11. Who will retain ownership of the removed engine and associated core? If the Government retains it, should the core be returned with the completed vehicle?
Removed engine is normally a core and would be retained by the company to receive the core charge back.
12. Does the Government have any restrictions regarding the towing method because the vehicle is configured as an R-11 fuel-servicing truck?
No restrictions because it's an R-11.
13. Will the fuel tank and dispensing system be empty, purged and certified safe before the vehicle is released for towing and repair?
It will be empty as much as possible, no purging is necessary to work on the engine.
14. What operational and performance tests will the Government require before final acceptance?
The vehicle will need to operate and perform as normal.
15. The PWS requires a standard one-year/100,000-mile warranty for parts and labor.
Would an equivalent manufacturer-supported warranty be acceptable if the qualifying replacement engine is offered with a different published mileage limitation?
16. Section F of the solicitation provides a 60-calendar-day delivery schedule and a period of performance from October 1 through November 30, 2026, while PWS Paragraph 1.3 references approximately 90 calendar days from award. Please confirm the controlling completion requirement.
Section F will be updated to reflect 90-day delivery in the award. 90-day delivery is correct.
17. Are photographs, service records, diagnostic reports or previous repair estimates available for the vehicle?
Yes if needed per request.
18. Please confirm the required method for submitting the quotation and identify any documents required in addition to pricing, technical engine information, warranty documentation, completed SF1449 and acknowledgment of applicable amendments.
Quotes are to be submitted via email to MSgt Buddy Ciemiengo via SF1449. Vendors are encouraged to attach company information to include SAM UEI and Cage code.
