About this opportunity

The National Park Service Intermountain Region seeks a hazardous materials survey for the Quarry Exhibit Hall at Dinosaur National Monument in Jensen, Utah, with quotes due July 7, 2026. The procurement is a 100% total small business set-aside under NAICS 541620 (Environmental Consulting Services).

Place of performance is Dinosaur National Monument, US Highway 60, Jensen, Utah 84035. The work requires a complete walkthrough inspection to identify and document asbestos-containing materials and lead paint in the historic Quarry Exhibit Hall roof, with laboratory testing using Polarized Light Microscopy per EPA Method 600/R-93/116. The contractor must provide all personal protective equipment and testing tools; the National Park Service will supply core sampling tools. Samples must be submitted with chain-of-custody documentation to a laboratory accredited by the American Industrial Hygiene Association and NIST/NVLAP for bulk material analysis. The final report must include lab results and recommendations for asbestos removal prior to demolition and interpretation of lead testing results to guide disposal.

Period of performance runs July 20 through September 18, 2026, with all on-site work performed Monday through Friday, 7:00 a.m. to 4:00 p.m., in accordance with EPA, OSHA, NESHAPs, AHERA, Utah Department of Air Quality, and National Park Service requirements. A mandatory site visit is scheduled for June 30, 2026, at 12:00 p.m. MDT. Quoters must submit pricing as a lump sum, provide relevant experience from up to three similar projects within the last five years, include past performance references, and demonstrate technical capability with appropriate licenses and certifications. Contractor must provide liability insurance of $100,000 per person, $500,000 per occurrence, and $500,000 property damage. Prevailing wage applies under Service Contract Act Wage Determination No. 2015-5497. Quoters must maintain active SAM registration as a small business at quote closure and award. Evaluation considers responsibility and capability (experience, technical capability, key personnel) and price reasonableness. Amendment 0001 (June 24, 2026) accelerated the mandatory site visit from July 13 and the quote deadline from July 22 to support roof replacement scheduling.
