About this file

This is a Scope of Work for a Hazardous Materials Survey at the Dinosaur National Monument Quarry Exhibit Hall, a historic structure built in the 1950s and rehabbed in 1967. The facility, which attracts approximately 350,000 visitors annually, requires an assessment of asbestos-containing materials and lead paint prior to planned renovation work. The building's roof, constructed of tongue-and-groove wood over steel with a 1967 built-up asphalt roof covering, is leaking and causing damage to interior carpet walkways. The survey contractor must conduct a complete walkthrough inspection, identify regulated asbestos-containing materials and lead paint associated with historical use, document sample locations with photographs, and coordinate laboratory testing of collected samples.

The contractor shall provide all personal protective equipment for testing personnel and all tools except those required for core sampling, which will be provided by the National Park Service. Samples must be submitted with chain-of-custody documentation to a laboratory accredited by the American Industrial Hygiene Association and NIST/NVLAP for bulk material analysis, with asbestos testing performed using Polarized Light Microscopy per EPA Method 600/R-93/116. The final report must include lab test results and recommendations for asbestos removal prior to demolition, as well as interpretation of lead testing results to guide disposal of demolition materials. All on-site work must be completed between August 17, 2026 and November 17, 2026, during regular business hours Monday through Friday, 7:00 AM to 4:00 PM, in strict accordance with EPA, OSHA, NESHAPs, AHERA, Utah Department of Air Quality, and National Park Service requirements. The facility is located at Dinosaur National Monument, US Highway 60, Jensen, Utah 84035.

1.0 PROJECT DESCRIPTION / SUMMARY:

This structure is the main attraction to visitors and protection of the fossil bone wall to protect the fossils from outside elements and harsh weather. The roof is leaking and needs repair, the leak is also occurring in the internal drains resulting in damage to the carpet walkway. The park sees an estimation of 350k visitors a year. This critical system protects the valuable fossils from outside elements such as snow, rain, and UV.

The QEH (old Quarry Visitor Center) was built in the 1950’s and rehabbed in 1967. In 2001 it was made a historic landmark, the historic documentation indicates the roof was made of concrete and steel, but after visual inspection the roof decking is tongue-and-groove wood over steel, typical for the time period. The 1967 project covered the old roof with built-up roof made of 3-ply asphalt-saturated felts, asphalt mopping, and sprayed aluminum asphaltic paint. Further damage could result in damage to the historical artifacts located within the building.

2.0 SCOPE OF SERVICES:

The hazardous materials survey and testing contractor shall perform the following tasks and provide personal protective equipment (PPE) for all testing personnel. NPS will provide PPE for NPS personnel and any tools required to take core samples. All other tools shall be provided by the contractor. Discuss any additional work recommended to properly evaluate the building with NPS prior to submitting cost proposal. Specific work includes:

a) Conduct walkthrough of building. Inspection activities will include visual observations of the interior carpet area and roof structure to identify areas of suspect of containing hazardous materials.

b) Identify regulated asbestos containing materials (ACMs) and lead paint (LP) associated with historical use in the building proposed for renovation.

c) Document sample locations, description, condition, etc. and note sample locations on map or diagram

d) Photographs of all samples

e) Coordinate lab testing of samples collected.

f) Report results to NPS in report

1. Include lab test results

2. Provide recommendations for removing asbestos containing material (if any) prior to demolition.

3. Interpret lead testing results to assist NPS in determining where to dispose of demolition material when it is removed from the site.

3.0 SPECIAL CONDITIONS / REQUIREMENTS:

The assessment will determine the condition and potential hazardous nature of the material. The investigation will document any ACMs and LBP that will require proper management. The assessment will be conducted in strict accordance with the requirements of the U.S. Environmental Protection

Agency (EPA) Code of Federal Regulations for the specific containments; National Emission Standards for Hazardous Air Pollutants (NESHAPs); Occupational Safety and Hazards Administration (OSHA) regulations, applicable National Park Service (NPS) policy/guidance, and Utah law guidance including but not limited to:

a) Utah Department of Air Quality – Asbestos Program

b) National Emissions Standards for Asbestos CFR Part 61 Subpart M

c) OSHA Standards

- 1910.1001 Asbestos

- 1915.1001 Asbestos

- 1926.1101 Asbestos

d) AHERA Toxic Substances Control Act (TSCA) Part 763 Subpart E

The samples will be submitted, with chain-of-custody documentation, to an accredited laboratory. The laboratory will be accredited by the American Industrial Hygiene Association (AIHA) and the U.S.

National Institute of Standards and Technology, under the National Voluntary Laboratory Accreditation

Program (NIST/NVLAP) for bulk material analysis for asbestos. The bulk asbestos samples will be analyzed by Polarized Light Microscopy (PLM), Environmental Protection Agency (EPA) Method for

Determination of Asbestos in Bulk Building Materials, EPA/600/R-93/116 (7/93 Edition). The contractor shall minimize destructive sampling and coordinate sampling locations with the NPS Project

Manager prior to collecting samples.
