The Defense Microelectronics Activity (DMEA) is soliciting shock and vibration testing services for Satellite Communication (SatCom) devices, enclosures, and systems in accordance with test plans provided by DMEA. The contract will be awarded as a firm-fixed-price contract with unit pricing on an all-inclusive basis under Solicitation No. HQ072726QNR01, governed by FAR Part 13 for simplified procedures on commercial items. Key contract requirements include performing shock and vibration testing on developmental, prototype, and production SatCom systems designed for adverse Department of Defense operational environments, scheduling tests within 30 days of DMEA's request, allowing DMEA engineers to observe testing, and submitting detailed test reports within five days of completion. This opportunity is designated as a total small business set-aside under FAR 52.219-6. While Martin Test Labs was initially identified through sole source justification as having the specialized equipment and prior experience with DMEA and Quality and Reliability Engineering (QRE) products, the solicitation is open to all responsible sources. The base contract includes five rounds of vibration testing and five rounds of shock testing, with three additional optional vibration tests and three optional shock tests available; the estimated contract value is not disclosed in the public solicitation.
