The contract includes options to extend services for up to six additional months and to extend the contract term for up to two years, with rates potentially adjusted based on revisions to prevailing labor rates provided by the Secretary of Labor.

The solicitation is evaluated on two factors: quality of the product and price, with award to be made to the responsible offeror whose offer represents the best value to the Government. The Government may reject any or all quotations and reserves the right to cancel the solicitation at any time. Quotes may be submitted using Contractor-generated quote forms.

This solicitation is issued in accordance with FAR part 13.

The proposed contract action is anticipated to be issued as a firm-fixed price contract; unit pricing is all-inclusive.

Please thoroughly review the attached Performance Specification and all associated solicitation documents prior to providing pricing. Past Performance Information. Offers need not include Past Performance Information Retrieval System (PPIRS) or Federal Awardee Performance and Integrity Information System (FAPIIS) information.

EVALUATION

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government.

Best value means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.

FAR 52.252-6 Authorized Deviations in Clauses (Nov 2020)

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.

FAR 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days [insert the period of time within which the Contracting Officer may exercise the option].

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 10 days [insert the period of time within which the Contracting Officer may exercise the option]; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 10 days[60days unless a different number of days is inserted] before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years (months) (years).
